Given the blue bit stuck unto the front end of the car, it appears this Hyundai ran into another vehicle and got tossed unto the divider in the process.
Its hard to say how much damage the driver might have received but the car certainly looks the worse for wear.
The people around appear all stunned.

This accident occured at night and so maybe the driver can be forgiven for driving so carelessly. It could so easily have been worse.Another car on the side. A large wall. And the onlookers would have been staring at an entirely different story.
